Why no refund transaction or customer refund right exists in the current private preview.
Current behavior
Current commercial state
The preview is amount-free and inactive for customer billing. It cannot create a checkout session, charge, subscription, invoice, refund, credit, or monetary entitlement.
Listing and beta admission do not activate Stripe, customer prices, provider authority, or spending.
Current constraint
Offline reconciliation
Deterministic fixtures exercise invoice-scoped charges and refund states only as non-production evidence. No fixture executes a refund or establishes customer eligibility.
If billing is later approved, exact invoice/payment lineage, authoritative reconciliation, terminal-state protections, and separate commercial policy would remain required.

Because the preview cannot take customer payment, there is no current preview transaction to refund. This is a statement of current system state, not an invented refund right or denial process.
